通过研究与探讨,我们认识到,教育管理意识的转变是教育教学改革的先导,科学、先进的管理观念是大学观念的重要组成部分。没有科学、先进的管理观念指导教育教学实践,便会出現无序的管理、盲目的管理、低效的管理甚至僵死的管理,就无法形成生动有趣、具有实效的教育教学改革局面。高等职业教育管理的过程就是整体设计,遍布实行,统一了解,创造气氛,突出主题,全方位推动,将教育研究和办校实践有用结合起来的过程。所以,现代教育教学管理不但应努力贯彻学术研究自由、同享管理(shared )、责权明确、精锐选择( choice)、定时检测、內部紧密协作等具有广泛应用价值的原则,并且应以素质教育与创新教育为主题,不断更新管理思想,创新管理理念。如要强化学术管理思想,由过度强调教学管理的行政职能转变成增强课堂教学管理的研究职能,提高教学管理的学术性。要强化开放管理思想,执行更加开放的管理方式,现今高等学校的教学管理是一个多职责、多要素的综合系统,本身是一个开放的体系。要强化民主管理思想,在课堂教学决定、方案、实施、控制、检测全过程中更注重民主化,实行民主决策,提升决定科学性和管理效能。应竖立管理国际化观念,妥善处理好管理的国际化要求和本土化特色的关系,更新质量标准,树立既合乎国情、校情又能和国际性通行标准接轨的标准体系,按国际规则办事,同时注重发展优势,维持特点。要竖立管理现代化观念,现今教育管理要具有时代特征,坚持与时俱进,不断革新内容,创新方式,转变方式,保持先进性。要竖立可持续管理观念,致力制订、实行公平的政策,创立具有延续性的公平竞争环境,建立起融入情势发展进行持续性调整的机制,以实现管理效率整体性提高的目标。
